Srinagar, June 27: The National Investigation Agency (NIA) on Saturday filed a supplementary chargesheet against three additional accused—including an absconding prime conspirator—in connection with the devastating November 2025 car bomb explosion near the historic Red Fort, which claimed 11 lives.
In a handout to GNS, the NIA said that the supplementary chargesheet, filed before the NIA Special Court at Patiala House Courts, names Zameer Ahmad Ahanger, Tufail Ahmad Bhat, and Muzafar Ahmad (also known as Faraz or Zafar). All three individuals hail from Jammu and Kashmir.
With these latest additions, the total number of accused chargesheeted in the case (RC-21/2025/NIA/DLI) has risen to 13. This includes the deceased prime accused, Dr. Umer Un Nabi.
The Elusive ‘Prime Architect’
Among those named is absconding accused Muzafar Ahmad, a pediatrician holding MBBS and MD degrees.
According to investigators, Muzafar is the elder brother of co-accused Dr. Adeel Ahmed Rather and a founding member of “AGuH Interim,” an active offshoot of the Al-Qaeda terror network.
An NIA spokesperson revealed that Muzafar was a key architect of the conspiracy behind the deadly Vehicle-Borne Improvised Explosive Device (VBIED) blast on November 10, 2025. Probe details show that Muzafar attended a secret meeting at the Srinagar Eidgah in June 2022, where the AGuH Interim module was first established.
Furthermore, intelligence indicates Muzafar was deeply involved in manufacturing, testing, and storing highly volatile TATP-based explosives at a clandestine facility operated out of Al-Falah University in Faridabad. A Non-Bailable Warrant (NBW) has been issued for his arrest, and a manhunt is currently underway.
Couriers and Arms Dealers Exposed.
The NIA investigation has also shed light on the logistical network supporting the cell:
Zameer Ahmad Ahanger: Identified as an Overground Worker (OGW) for AGuH Interim. Investigators found he was in direct communication with foreign handlers and functioned as a primary courier handling weapons, ammunition, and terror funding.
Tufail Ahmad Bhat: A former OGW for the proscribed terrorist organization Lashkar-e-Taiba (LeT). Tufail allegedly operated as the module’s weapons procurer. He reportedly used “dead drops” managed by an un-named handler to secure an AK-47, a Krinkov rifle, a pistol, and ammunition, later selling them to the late Dr. Umer Un Nabi for ₹3 lakh.
Stringent Charges Leveled
The arrested duo, Zameer and Tufail, face severe penalties under multiple sections of the Unlawful Activities (Prevention) Act (UAPA) alongside relevant sections of the Bharatiya Nyaya Sanhita (BNS) governing criminal conspiracy, rioting, and armed mutiny.
The fugitive pediatrician, Muzafar Ahmad, faces additional stringent charges under the BNS for murder and abetment, the Explosive Substances Act, and the Prevention of Damage to Public Property (PDPP) Act.
The NIA stated that it successfully mapped the connections between the cell members using a multi-disciplinary scientific approach, utilizing extensive forensic testing, digital geo-location tracking of secret meeting sites, and granular financial-trail analysis.
