Srinagar, Oct 23 (GNS): National Conference General Secretary Ali Muhammad Sagar on Friday said the life of people of J&K is caught into the vortex of fear and uncertainty due to everyday government notifications and orders, saying Kashmir continues to remain on edge even after more than a year since August 5th 2019.
Party General Secretary who was interacting with scores of delegations at party headquarters Nawa e Subha, said that Kashmir has become a testing laboratory of injudicious and ill-considered policies of GOI and that on everyday basis the administration was coming up with flawed orders and policies. “After the unilateral and unconstitutional Aug 05 measures and the successive clampdown and COVID-19 induced lock down, the life of a common Kashmiri continues to remain on edge. Far from assuaging the situation by making amends to the wrongs committed by it, the incumbent ruling dispensation at the center is rampantly carrying on its mission of disenfranchising Kashmiris, giving a damn to the interests of the people of J&K,” he said.
Sagar said that the present regime in J&K and at the center was confused over Kashmir and the same; he said this gets reflected in hasty issuance and subsequent revoking of various orders. He said that not even a day passes by when the incumbent J&K administration doesn’t have to come up with a clarification on one or the other issue. “Recently property tax was introduced in J&K, but owing to the public outcry the administration had to backtrack on it. This comes at a time when the people are already struggling due to administrative inertia, unaccountability and development deficit,” he said.
While decrying the implementation of new retirement rules, he said all that all the subsequent amendments and notification post 5th of august are a consequence of the J&K State Reorganization Act 2019, which he said was constitutionally suspect. “The everyday notifications are against constitutional and parliamentary propriety. Ideally the government should have waited for the constitutional bench’s decision on the validation of measures undertaken by the government of India on 5th of august. The attitude of the government obliquely and regrettably so seems to anticipate the verdict of the constitutional bench. Such measures don’t augur well in a democratic set up,” he said.
The visiting delegations which had come from Devsar, Sangrama, Baramulla, Anantnag, and Budgam appraised the General Secretary about the widespread unaccountability and administration inertia that has beset their respective areas. The delegations told the General Secretary that the work on all major projects in their respective areas has been put into a lurch and that nothing substantial was done to upgrade, maintain and put up new infrastructure in their respective areas.
The visiting delegation also decried the absence of doctors and necessary medical staff in primary, secondary health care centers and said the situation in government offices was no different. They also rued the pesky power supply and shortage of drinking water in their areas.
While interacting with the delegations, Sagar said that the party was alive to the problems of people and that the party will raise the issues concerning people at all forums. Interacting with the party functionaries and workers, Sagar exhorted them to walk shoulder to shoulder with people and ensure all possible help to needy and destitute in whatever capacity they can. He also asked the functionaries to remain in touch with the people and ensure that those who are at need are taken care of. (GNS)
