SRINAGAR, JUNE 11: In compliance to Calendar of Activities issued by Jammu and Kashmir Legal Services Authority and under the patronage of Chief Justice (A), Justice Sanjeev Kumar Shukla (Executive Chairman JK Legal Services Authority) and under the Supervision of Shazia Tabasum, Member Secretary JK Legal Services Authority, District Legal Services Authority (DLSA) Srinagar today organized an Orientation Programme on the theme “Access to Justice at Pre-Arrest, Arrest and Remand Stage” for police personnel and other stakeholders with the objective of enhancing awareness regarding legal safeguards, constitutional rights and procedural fairness during the criminal justice process.
The programm was attended by Haq Nawaz Zargar, Principal District & Sessions Judge (Chairman, DLSA), Srinagar, as Chief Guest.


In his address, the Principal District & Sessions, emphasized the significance of adherence to constitutional mandates, statutory safeguards and human rights standards during pre-arrest, arrest, and remand proceedings. He underscored the collective responsibility of all stakeholders in ensuring fairness, transparency, and accountability within the justice delivery system.
Secretary, DLSA Srinagar, Tabassum Qadir Parray, in her welcome address, highlighted the importance of ensuring access to justice and protecting the rights of individuals at every stage of criminal proceedings.


During the technical session, Adnan Sayeed, Special Judge Anti-Corruption (CBI Cases), Srinagar, delivered a detailed presentation on the legal framework governing arrest and remand procedures, the rights of accused persons, duties of law enforcement agencies and the role of judicial oversight in safeguarding individual liberties.
The programme also witnessed valuable interactions and observations from representatives of the Police Department, Prosecution and LADCs of DLSA Srinagar who highlighted the importance of coordinated efforts in ensuring lawful procedures, of human rights and timely medical assistance whenever required.
An interactive Question and Answer session followed, enabling participants to seek clarifications and engage in meaningful discussions on various practical and legal aspects of the subject.


The programme was attended by Investigating Officers of all the police stations of District Srinagar. Umar Shah, SP Headquarters lauded the efforts of DLSA Srinagar in bridging the gap between the police and judiciary ensuring access to justice for all.
Secretary, DLSA Srinagar, expressed gratitude to the stakeholders for their active participation and contribution towards strengthening access to justice and the rule of law.
