GMC Anantnag Issues Strict Circular on Doctors’ Duty Rosters, Staff Deployment

ANANTNAG, AUGUST 17: The Government Medical College (GMC), Anantnag has issued a strict circular directing authorities to ensure the daily display of doctors’ duty rosters, proper monitoring of compliance, and regulation of the internal deployment of nursing and paramedical staff at the associated hospital.

The circular, issued by the Principal, GMC Anantnag, follows decisions taken during a meeting held on July 31, 2026, and has been ordered to come into force with immediate effect.

Under the instructions, the Medical Superintendent, MMABM Associated Hospital, GMC Anantnag, has been directed to ensure the preparation, compilation and daily display of duty rosters of all doctors and other healthcare personnel at prominent locations, including OPDs, wards, nursing stations, operation theatres, emergency, ICUs and other patient-care areas.

The displayed duty roster must clearly mention the name, designation and official working contact number of doctors on duty, enabling patients and attendants to contact the concerned doctor whenever required.

The circular further directs all Heads of Departments (HoDs) to submit their respective duty rosters to the Medical Superintendent well in advance so that a consolidated duty roster can be prepared, updated and displayed in a timely manner.

The Matron has also been assigned responsibility to inspect all designated roster-display locations twice daily, in the morning and evening, to ensure that the rosters remain properly displayed and clearly visible to the general public. A weekly compliance report is to be submitted to the Medical Superintendent.

The Medical Superintendent has been instructed to ensure strict compliance with the directions, take immediate corrective measures wherever deficiencies are noticed and submit a monthly compliance report to the office of the undersigned.

Importantly, the circular states that if any change in the duty roster becomes necessary due to exigencies or unforeseen circumstances, the revised roster must be updated and displayed immediately at the designated prominent location.

It further makes clear that no change in the roster can be implemented without prior approval of the concerned Medical Superintendent, and the revised roster will supersede the earlier displayed roster without delay.

Strict restrictions on internal staff deployment

The GMC Anantnag administration has also imposed strict restrictions on the internal arrangement, deployment, attachment, adjustment or transfer of nursing and paramedical staff within the hospital.

According to the circular, no such internal arrangement or deployment can be made without the prior approval of the Principal, GMC Anantnag. Any order or arrangement issued in violation of these instructions will be treated as unauthorized and liable to be cancelled forthwith.

The circular, dated August 14, 2026, has been circulated to all Heads of Departments, the Medical Superintendent of MMABM Associated Hospital, the Deputy Medical Superintendent, the Matron and the concerned office records.

The move is aimed at ensuring greater transparency in duty arrangements, accountability among healthcare staff and easier access for patients and attendants to doctors on duty, while also bringing internal deployment of nursing and paramedical personnel under tighter administrative control.(KNC)
