Pattan, Sep 9th: Serious questions have reportedly been raised over the functioning of the BMO, Medical Block Pattan, who is also functioning as the Drawing and Disbursing Officer (DDO) of the Medical Block Pattan in District Baramulla.
Sources allege that salaries of employees are being released without proper verification of biometric attendance, despite repeated government directions requiring DDOs to verify attendance before processing and releasing salaries.
Meanwhile, sources allege that several doctors are regularly remaining absent from duties without duly sanctioned or authorised leave. It is further alleged that some employees are being permitted to remain absent merely on the basis of WhatsApp messages, without following the prescribed leave-sanctioning procedure.
Sources claim that several doctors have already availed leave beyond the permissible period, reportedly exceeding the prescribed limit, but are still allegedly continuing to remain absent from duty. The alleged situation has raised concerns over administrative control at the Medical Block, with patients reportedly facing difficulties due to the absence of some influntialdoctors.
The allegations have also prompted questions regarding whether proper leave applications, sanction orders, biometric attendance records, duty rosters and salary records are being maintained and verified before salaries are released.
The public has demanded an independent inquiry into the alleged irregularities and called for intervention by the Anti-Corruption Bureau (ACB) if any financial irregularity, favouritism or deliberate violation of government instructions is established.
Residents have appealed to the higher authorities to ensure strict compliance with biometric attendance and leave-sanctioning procedures and to take necessary measures to safeguard patient care at CHC Pattan.
Meanwhile Chief Medical officer Baramulla replied to CNS that he will take up the matter with the Concern BMO.(CNS)
