JAMMU, SEPTEMBER 19: Only seven Private Members’ Resolutions have been admitted for discussion during the upcoming autumn session of the Jammu and Kashmir Legislative Assembly, with dozens of proposals submitted by legislators failing to make it to the final list following scrutiny and balloting.
According to details available from the Assembly Secretariat, around 70 resolutions were submitted by members for the session scheduled to commence on September 21 in Srinagar. After examination under the prescribed rules and subsequent balloting, only seven resolutions were selected for consideration by the House.
NC, BJP AND CONGRESS GET REPRESENTATION
Of the seven resolutions listed for discussion, three have been moved by National Conference MLAs, two by BJP legislators and two by Congress members. No resolution submitted by the People’s Democratic Party, smaller parties or Independent legislators has been included in the final list.
EMPLOYEES, JOBS, LAND AND WATER AMONG KEY ISSUES
The resolutions selected for discussion encompass a broad range of public concerns, including regularisation of workers, employment generation, land for homeless families, water-resource restoration, road and tunnel projects, the Srinagar Master Plan and parking infrastructure in Jammu.
REGULARISATION POLICY FOR WORKERS
BJP MLA Pawan Gupta has proposed a comprehensive and uniform policy for the regularisation of daily-rated workers, casual workers, NYC workers, Mid-Day Meal workers and other similarly placed employees serving in various Government departments and agencies.
EMPLOYMENT POLICY FOR J&K
NC legislator and former minister Mir Saifullah has called for a comprehensive employment and livelihood policy for Jammu and Kashmir, proposing annual job-creation targets and accelerated recruitment against vacant posts through a transparent, time-bound and merit-based mechanism.
FIVE MARLAS LAND FOR HOMELESS FAMILIES
Congress MLA Irfan Hafiz Lone has proposed allotment of five marlas of land to homeless families from available State land, along with the formulation of a dedicated policy for the purpose.
LOLAB-BANDIPORA CONNECTIVITY PROJECT
NC MLA Qaysar Jamshaid Lone has sought acceleration of construction on the Lolab-Bandipora tunnel and road project, highlighting the need for faster progress on the connectivity initiative.
FOCUS ON RESTORATION OF WATER RESOURCES
Congress MLA Nizam-ud-Din Bhat has proposed declaring 2027-28 as the year for retrieval of water resources, with emphasis on restoring traditional water channels, lost Kuls, shrinking water bodies and encroached wetlands.
SRINAGAR MASTER PLAN ISSUE
NC MLA Salman Sagar has proposed changes concerning the Phaak area and Rural Block Harwan, including their proposed denotification from the Srinagar Master Plan and regulation under the applicable Panchayati Raj and Rural Development laws.
PARKING MASTER PLAN PROPOSED FOR JAMMU
BJP MLA Yudhvir Sethi has sought preparation of a comprehensive and time-bound Master Plan for parking facilities in Jammu East, particularly covering congested markets, commercial centres, major junctions and residential areas.
PRIVATE MEMBERS’ BUSINESS ON SEPTEMBER 25
The autumn session of the J&K Legislative Assembly is scheduled to begin on September 21 in Srinagar. The 10-day session will have seven sittings, with September 25 earmarked for consideration of Private Members’ Resolutions.
The resolutions cleared for discussion bring a range of issues concerning government employees, employment, homeless families, connectivity, water conservation, environmental restoration and urban infrastructure before the House.(KNC)
