Budget Session 2026: Assembly Proceedings, House allows introduction of two Private Members’ Bills for discussion

JAMMU, APRIL 01: The Jammu and Kashmir Legislative Assembly today allowed the introduction of two Private Members’ Bills moved by Legislators Tanvir Sadiq and Sajad Shaheen for discussion.

The Bills seek restoration of the Jammu and Kashmir Land Grants Act, 1960, and the establishment of a university campus at Banihal in Ramban.

Legislator Tanvir Ali Sadiq introduced a Bill which reads: “A Bill to restore the Jammu and Kashmir Land Grants Act, 1960, and the rules framed there under to the original form as it existed prior to the Jammu and Kashmir Land Grants Act, 2022; to protect the rights of existing lessees and occupants; and to ensure that public land serves the interests of the people of Jammu and Kashmir (L.A. Private Members’ Bill No. 35 of 2025).”

Speaking on the Bill, Chief Minister Omar Abdullah said that the Government would not oppose the Bill at this stage and would like the House to discuss it.

The Chief Minister said that the Government would like the House to deliberate on the matter in detail. “After that, the Government will take a decision on whether to support this Bill or not. Therefore, at this stage, I will not oppose its introduction,” he said.

The Bill was subsequently allowed to be introduced through a voice vote.

Another Bill introduced by MLA Sajad Shaheen reads: “A Bill to provide for the establishment of a university campus at Banihal in District Ramban to promote higher education, research, and socio-economic development in the region and for matters connected therewith or incidental thereto (L.A. Private Members’ Bill No. 46 of 2025).”

Speaking on the Bill, Education Minister Sakeena Itoo stated that the Government would not oppose its introduction for discussion.

The Bill was subsequently allowed to be introduced through a voice vote.
