Jammu, July 5: The induction of 23 officers from the Jammu and Kashmir Administrative Service (JKAS) into the Indian Administrative Service (IAS) has moved a step closer to completion after the Union Ministry of Home Affairs (MHA) received the final clarification from the Jammu and Kashmir Administration, clearing the last pending procedural requirement.
Official sources said the MHA had sought a final update from the Union Territory Administration regarding whether any fresh litigation or legal proceedings had arisen after the Union Public Service Commission (UPSC) approved the induction proposal during its meeting held on April 23 and 24 this year.
In its response, the J&K Administration reportedly informed the Ministry that no new court cases or legal impediments have surfaced in connection with the proposed inductions. With this clarification submitted, the induction process has completed all mandatory formalities, and the proposal is now expected to be forwarded to the Department of Personnel and Training (DoPT) for issuance of the formal notification.
Sources said the notification had been delayed due to procedural queries raised by the MHA. As these issues have now been resolved, the official induction order is likely to be issued in the coming days.
The UPSC has approved the induction of 23 JKAS officers against vacancies for the years 2019 and 2020. The majority of the officers will be inducted against the 2019 vacancy year, while the remaining officers will be accommodated under the 2020 vacancies. The final allotment year and seniority position will be specified in the notification issued by the DoPT.
Officials further disclosed that vacancies relating to seven retired or retiring JKAS officers are expected to be carried forward and included in a future induction proposal along with fresh vacancies that arise.
Besides approving the induction of 23 JKAS officers, the UPSC has also cleared the confirmation of three officers who had earlier been granted provisional induction into the IAS.
The upcoming notification will mark the first major induction of JKAS officers into the IAS since August 2022, when 16 officers were inducted. The induction process had remained pending for several years due to seniority-related disputes, court litigation and other administrative issues.
Following the reorganization of Jammu and Kashmir, officers inducted into the IAS from the JKAS will become part of the AGMUT cadre, enabling them to serve across Jammu and Kashmir, Ladakh, Delhi, Goa, Arunachal Pradesh, Mizoram, Andaman and Nicobar Islands, Chandigarh, Dadra and Nagar Haveli and Daman and Diu, and Lakshadweep.(KNC)
