Srinagar, September 4: The Jammu and Kashmir Government has appointed an Inquiry Officer to conduct a departmental inquiry into charges leveled against Amir Farooq Kuttay, Assistant Engineer, who was posted in the Lake Conservation and Management Authority (LCMA).
According to Government Order No. 185-JK(HUD) of 2026, issued by the Housing & Urban Development Department on September 3, 2026, Shabir Hussain Bhat, JKAS, Vice Chairman, Srinagar Development Authority (SDA), has been appointed as the Inquiry Officer to inquire into the charges against the officer.
The order has been issued under Rule 33 of the Jammu & Kashmir Civil Services (Classification, Control and Appeal) Rules, 1956.
The government has further designated Muneer Ahmad Khan, JKAS, Secretary, Lake Conservation and Management Authority, to assist the Inquiry Officer as the Presenting Officer in the matter.
The Inquiry Officer has been directed to submit the inquiry report and findings within 30 days from the date of issuance of the government order.
The order was issued by Mandeep Kaur, IAS, Commissioner/Secretary to the Government, Housing & Urban Development Department, on behalf of the Government of Jammu and Kashmir.
The development comes as the administration moves forward with a formal departmental process to examine the allegations and determine the facts in accordance with the applicable service rules.(KNC)
