Srinagar: In a move aimed at providing job security to temporary employees, Lieutenant Governor Manoj Sinha has recommended the introduction of a bill in the Legislative Assembly to regularize ad-hoc, daily wage, and need-based workers.

The proposed legislation, titled “the Jammu and Kashmir Civil Services (Special Provisions for Regularization of Adhoc, Daily Wagers, Need-Based and Other Temporary Workers Bill, 2025” (L.A. Bill Private Members’ Bill No. 8 of 2025), seeks to establish a framework for converting temporary positions into permanent roles.

The initiative, if passed, is expected to benefit thousands of workers employed on non-permanent terms across various government departments.

The recommendation was issued under Section 36(1) of the Jammu and Kashmir Reorganisation Act, 2019, which empowers the Lieutenant Governor to propose bills for legislative consideration.
