FFRC Directs Crèche-Cum-Schools in J&K to Obtain Permissions, Submit Fee Structures

Srinagar, Nov 20 (GNS): The Fee Fixation and Regulation Committee (FFRC) of Jammu and Kashmir has issued a directive to all crèche-cum-schools in the Union Territory, asking them to immediately obtain mandatory permissions and submit their fee structures for regulation.

The circular, issued under the chairmanship of Justice Sunil Hali, as per GNS, comes in the wake of reports that several crèches, initially established for child care, have started imparting formal education up to Pre-Nursery, Nursery, and Upper Kindergarten (U.K.G.). The FFRC clarified that once a crèche offers structured teaching, it falls under the legal definition of a “school” and must comply with statutory requirements under the J&K School Education Act, 2002, and the J&K School Education Rules, 2010.

The committee has given these institutions a 15-day window to comply, warning that failure to do so will invite action under the law. The FFRC has also directed Chief Education Officers (CEOs) of all districts to compile and submit a detailed list of crèche-cum-schools within seven days through proper official channels.

Justice Hali emphasized that the move aims to ensure transparency, accountability, and the protection of parents and students. “Failure to comply will result in action being taken in accordance with the law,” the circular reads. (GNS)
