J&K Govt Directs DDCs to Deposit Unspent CDF Funds in Treasury, Ensure Priority Use Next Fiscal

Jammu, Mar 13 : The Finance Department of the Jammu and Kashmir Government has issued a circular directing all District Development Commissioners (DDCs) to ensure proper utilisation and management of funds under the Constituency Development Fund (CDF) Scheme in accordance with the guidelines notified earlier.

According to the circular, issued by Financial Commissioner (Additional Chief Secretary) Finance Shailendra Kumar, IAS, a copy of which lies with news agency Kashmir News Corner — KNC states that, Attention of all District Development Commissioners is invited to the Guidelines governing the Constituency Development Fund (CDF) Scheme issued vide Government Order No. 76-FD of 2025 dated 10.03.2025, particularly paragraph 3 thereof relating to release, deposition and utilization of funds under the Scheme, which prescribes the procedure for allocation, release and management of funds.

Paragraph 3.3 of the Scheme guidelines provides that the funds under the Scheme shall be non-lapsable. Any unspent funds under each activity, if available as on 31st March of every year with the DDC/Executing Agencies, shall be deposited in the Government Treasury under Account Head No. MH:8229. The DDCs shall furnish details of such unspent balances to the Finance Department at the end of each FY, it reads.

Circular further reads, as per paragraph 3.4 of the Scheme guidelines the unspent balances are allowed to be deposited in MH:8229 in Government Treasury for keeping it available for utilization in the next Financial Year.

In this context it is impressed upon all the concerned officers/DDO’s that these balances under the deposit head MH:8229 shall be prioritized as first charge for its utilisation under the Constituency Development Fund (CDF) Scheme in the subsequent financial year to avoid parking of these funds in Receipt Head:8229 leading to delay in the execution/completion of developmental works, it reads.

All concerned officers shall ensure strict adherence to these instructions while implementing the CDF Scheme, circular reads. (KNC)
