Vimal Kumar Sacked From Service, Barred From Future Government Employment
SRINAGAR, AUGUST 24: The Jammu and Kashmir Government has dismissed a Jal Shakti Department employee from service following his involvement in an NDPS case registered in Poonch, citing serious misconduct and its adverse impact on the credibility of government service.
According to Government Order No. 143-JK(JSD) of 2026, issued by the Jal Shakti Department on August 24, Vimal Kumar, son of Chuni Lal and resident of Jhullas village in Tehsil Haveli, Poonch, was serving as an Orderly in the Irrigation and Flood Control Division, Poonch.
The government order states that Kumar was involved in FIR No. 37/2017, registered at Police Station Poonch under Sections 8, 20, 21 and 29 of the Narcotic Drugs and Psychotropic Substances (NDPS) Act.
The case pertains to the alleged recovery of 4.470 kilograms of poppy straw (bhukki) on April 1, 2017. Kumar was arrested in connection with the case and remained in judicial custody from April 1 to June 13, 2017, for 74 days.
Following his arrest, Kumar was placed under suspension by the Executive Engineer, Irrigation and Flood Control Division, Poonch, on April 3, 2017.
A departmental inquiry was initiated this year after the Chief Engineer, Irrigation and Flood Control, Jammu, served him with articles of charge and a statement of imputations. Kumar submitted a written defence and denied the charges.
However, after examining the available records, including the FIR, suspension order and his defence statement, the Inquiry Officer concluded that the allegations relating to his involvement in illegal narcotic activities stood established on the basis of the departmental record.
The Inquiry Officer observed that such conduct amounted to a violation of Rule 3 of the J&K Government Employees Conduct Rules, 1971, which requires government employees to maintain absolute integrity, devotion to duty and conduct befitting a public servant.
Considering the gravity of the allegations and their alleged adverse impact on the image and credibility of government service, the Inquiry Officer recommended stringent disciplinary action, including dismissal or removal from service.
After examining the matter, the competent authority accepted the inquiry report and imposed the penalty of dismissal from service under Rule 30(viii) of the J&K Civil Services (Classification, Control and Appeal) Rules, 1956, read with Article 311(2) of the Constitution of India.
The government order states that Vimal Kumar has been dismissed from service with immediate effect and disqualified from future government employment.
The order was issued by Shaleen Kabra, IAS, Financial Commissioner (Additional Chief Secretary), Jal Shakti Department, on August 24, 2026.
The matter has also been forwarded to several senior authorities, including the Ministry of Home Affairs, Lieutenant Governor’s Secretariat, Chief Minister’s Office, Chief Secretary, Director General of Police and other senior administrative and police authorities.
The action marks the conclusion of departmental proceedings arising from the 2017 Poonch NDPS case against the government employee.(KNC)
