J&K Digitises Land Records, Prepares Verified Database For AgriStack Integration

Srinagar, Aug 25 (GNS): Jammu and Kashmir has accelerated digitisation and updation of land records and is preparing the verified database for integration with the Government of India’s AgriStack framework under the Digital India Land Records Modernization Programme (DILRMP).

The exercise is being carried out by the Revenue Department in collaboration with BISAG-N and covers nearly 70 lakh land parcels. More than 2,500 field functionaries have been given role-based access for data entry, verification and approval.

Officials said the initiative is not limited to scanning of old records but involves comprehensive digitisation, updation, verification, public scrutiny and authentication.

A dedicated software platform has been developed for village-wise management of land records through a structured relational database, enabling searching, validation and authorised updating.

To ensure accuracy, a Maker-Checker-Approver mechanism has been adopted. Under this, the Patwari acts as Maker, Girdawar/Naib-Tehsildar as Checker and Tehsildar as Approver. Every stage is electronically recorded, creating an audit trail.

The department has also deployed District-level Mentors and Prabhari Officers to monitor progress and quality, while district committees have undertaken cross-Tehsil verification.

More than 6,800 village-level camps have been organised for public reading of Jamabandis, enabling landholders to report discrepancies related to names, shares and mutations. The digitised records have also been made available on the JK Zameen Sudhaar portal for public viewing.

Over 13 lakh rectifications have been completed based on discrepancies detected during verification and grievances received from the public.

Simultaneously, around 7 lakh backlog mutations have been incorporated into the digitised Record of Rights.

The verified database is now being transformed to support the AgriStack framework under the Digital Agriculture Mission, which envisages an integrated architecture comprising Farmers Registry, geo-referenced village maps and Crop Sown Registry.

Under this transformation, 31.26 lakh khasra records have so far been converted into owner-extent format to reliably associate a farmer with his landholding.

As part of farmer validation, the landholder authenticates through e-KYC, views his landholding particulars and provides voluntary electronic consent before a Farmer ID is generated.

Officials said digitisation will enable citizens to access Record of Rights and avail Revenue services without repeated visits to offices, while farmers will benefit from efficient delivery of schemes, subsidies, credit, insurance and disaster-relief measures.

The exercise, they said, marks a shift from maintaining records in digital form to creating a trusted, verified and farmer-validated ecosystem for transparent Revenue administration and agriculture services. (GNS)
