Kupwara: Serious allegations of prolonged overstays, nepotism and administrative irregularities have been levelled against the Assistant Director (AD) Office of the Food, Civil Supplies and Consumer Affairs (FCS&CA) Department in Kupwara, with a formal complaint submitted to the Director FCS&CA, Government of Jammu and Kashmir.

The complaint, filed by a social activist on behalf of aggrieved Assistant Storekeepers (ASKs), alleges that despite the government’s policy mandating periodic rotation of employees, several officials have continued to remain posted at the AD Office Kupwara for the past six to seven years, leading to what has been described as administrative stagnation

 According to the complaint, while field-level employees at TSO and store levels are frequently transferred, certain ASK officials have remained entrenched at the district headquarters in clerical and sensitive sections such as Accounts and Salary Bills. The complainant has alleged that this selective approach has fostered a culture of entitlement, nepotism and lack of transparency within the department.

 The complaint names multiple officials, alleging that some were earlier linked to controversies and disciplinary issues, yet continue to hold sensitive desks. It further alleges unauthorised “verbal transfers”, suppression of official orders and manipulation of postings without approval from competent authorities, which, according to the complainant, violates departmental transfer policies.

The document also refers to official directions issued by the Deputy Director (Adm) Kashmir in June 2025, directing all AD offices to submit stay lists of officials. However, the complainant alleges that despite these instructions, no meaningful changes were effected at the AD Office Kupwara, raising questions about compliance and oversight.

Citing core issues, the complaint highlights risks of corruption due to prolonged postings in sensitive sections, creation of internal rifts at TSO and sub-district levels, and alleged misuse of authority to control transfers and postings across the district. The complainant has sought an urgent inquiry, immediate rotation of officials overstaying at the AD Office, and deputation of fresh staff to restore transparency and administrative integrity

The complaint has also been forwarded to higher authorities, including the Lieutenant Governor of Jammu and Kashmir, seeking intervention and redressal. [KNT]
