UPSC Considers Eight Vacancies; Final Induction Subject to Formal Orders and Officers’ Consent
JAMMU, AUGUST 17: The Union Public Service Commission (UPSC) has cleared the induction of five Jammu and Kashmir Police Service (JKPS) officers into the Indian Police Service (IPS), while the cases of three other officers have been kept in sealed covers due to inquiries pending against them.
The decision was taken during the UPSC’s meeting held in New Delhi on August 3, where the cases of eligible JKPS officers were examined in the presence of senior officials from the Jammu and Kashmir administration and police department.
The commission considered eight vacancies for induction from the JKPS cadre. While five officers received clearance, the remaining three cases were placed under the sealed-cover procedure, pending the outcome of inquiries.
Five Officers Already Serving at DIG-Equivalent Level
The five officers whose cases have been cleared are already functioning in DIG-equivalent positions under the existing JKPS service framework.
Their formal induction into the IPS will, however, be subject to their consent. The officers will be given an opportunity to communicate their decision before the competent authorities proceed with the formal orders.
The development assumes significance as the officers will now have to decide whether to accept IPS induction or continue in their existing positions under the JKPS rules.
Three Induction Cases Deferred
The cases of three JKPS officers remain under consideration as their matters are linked to ongoing inquiries.
Their cases have been placed in sealed covers, a procedure generally followed when disciplinary or other proceedings are pending. Their induction will depend on the outcome of the respective inquiries and the subsequent decision of the competent authorities.
Eight Vacancies Cover Three Select Lists
The vacancies considered in the process pertain to the 2021, 2023 and 2024 Select Lists.
Of the total eight vacancies, five are from the 2021 Select List, two from 2023 and one from 2024. No vacancy was determined for the year 2022.
In addition, five unfilled vacancies from the 2015 to 2020 Select Lists were carried forward and later re-determined against the 2021 Select List.
Batch Allocation After Formal Induction
The officers cleared for induction will become eligible for IPS batch allocation from 2015 onwards, subject to the availability of vacancies and applicable rules.
However, their final batch or year of allotment will be determined only after the formal induction orders are issued by the Ministry of Home Affairs (MHA).
Nearly 44 JKPS Officers Inducted in Four Years
The latest decision comes amid a significant acceleration in JKPS-to-IPS inductions during the past four years.
Nearly 44 JKPS officers have reportedly been inducted into the IPS during this period, following a prolonged gap in such inductions.
Between 2011 and 2021, no JKPS officer was inducted into the IPS, with legal and administrative issues contributing to the delay.
The prolonged stagnation affected the career progression of several JKPS officers, many of whom continued as Senior Superintendents of Police (SSPs) for years despite being in line for promotion to higher ranks.
A number of officers also reportedly retired as SSPs without securing IPS induction.
The latest UPSC clearance is therefore being seen as a major development for the JKPS cadre, particularly in terms of career progression, seniority and future opportunities for advancement.
The decision could also have an impact on the future command and leadership structure of the Jammu and Kashmir Police, as the inducted officers become part of the IPS cadre following completion of the formal process.(KNC)
