Srinagar, Oct 24: Jammu and Kashmir Police in south Kashmir’s Pulwama district have registered an FIR against a man accused of impersonating the Additional Deputy Commissioner (ADC) of Pulwama and allegedly defrauding a father-son duo of around ₹28 lakh in connection with land compensation and a property transaction.
The FIR (No. 214/2026) has been registered against Haroon Rashid Bandh, a resident of Kachachkoot, Awantipora, under Sections 319 and 336(3) of the Bharatiya Nyaya Sanhita (BNS), according to the details of the case.
The action follows an order passed by the Court of Chief Judicial Magistrate (CJM), Pulwama, on October 23, on an application filed by Muhammad Yousuf Thoker and his son, Tariq Ahmad Thoker, residents of Frastabal, Pampore.
According to the complaint, the accused allegedly falsely projected himself as the ADC, Pulwama, and used the purported official identity to obtain approximately ₹28 lakh from the applicants through representations concerning land compensation and a property deal.
The applicants alleged that a portion of Yousuf Thoker’s land at Gudoora, Pulwama, had been acquired in connection with the construction or widening of National Highway-444, for which compensation was payable. The accused allegedly came into contact with the family during the compensation process and subsequently obtained money through fraudulent representations.
The complaint also refers to an agreement to sell dated June 10, 2026, concerning the remaining land at Gudoora. The applicants stated that they later discovered the alleged misrepresentation and had filed a civil suit on July 4, which was pending before the Court of the Munsiff, Pulwama.
The applicants further submitted that they had approached Police Station Pulwama and the Senior Superintendent of Police, Pulwama, seeking registration of a case but received no action, prompting them to approach the court under Section 175(3) of the Bharatiya Nagarik Suraksha Sanhita (BNSS).
In its order, the CJM noted that the police had not submitted a report despite being directed to do so. After examining the application, supporting affidavit, transaction-related documents and WhatsApp conversations cited by the applicants, the court observed that the material prima facie disclosed cognizable offences warranting investigation.
The court accordingly directed the Station House Officer, Police Station Pulwama, to register an FIR under the relevant provisions of law and investigate the matter.
