Agency says conspiracy aimed at targeting police establishment; investigation reveals recruitment, funding, logistics and operational network

New Delhi, July 11: The National Investigation Agency (NIA) on Saturday filed a chargesheet against eight accused, including Pakistan-based gangster-turned-terrorist Shehzad Bhatti, in connection with the IED car bomb blast at the parking area of Baldev Nagar Police Station in Ambala, Haryana, earlier this year.

According to an official NIA press release, the chargesheet has been filed before the Special NIA Court in Panchkula against Bhatti and seven arrested Indian nationals under relevant provisions of the Unlawful Activities (Prevention) Act, 1967, Bharatiya Nyaya Sanhita (BNS), 2023, Explosive Substances Act, 1908, and the Telecommunication Act, 2023.

The agency identified the other chargesheeted accused as Karamjit Singh alias Tony, Akash, Soureb alias Sobi alias Sourab, Raman Kumar, Satyam, Sukhdev Singh alias Sukha, and Amarjeet Singh alias Ambi.

The NIA stated that its investigation uncovered a criminal conspiracy allegedly orchestrated by Shehzad Bhatti to attack the Baldev Nagar Police Station with the objective of spreading terror by targeting a police establishment.

Investigators said Bhatti had established operational modules in India and assigned local operatives to arrange logistics, procure explosive materials and execute the attack. The agency identified Akash as Bhatti’s principal India-based operative, responsible for coordinating the conspiracy with the other accused.

According to the investigation, the accused conducted reconnaissance of potential targets before parking a vehicle loaded with gas cylinders and explosive substances inside the police station premises. The agency also alleged that the accused videographed the scene for publicity and dissemination.

The NIA further claimed that Bhatti recruited and radicalised the accused through social media platforms and encrypted communication channels. It said digital, electronic, documentary and forensic evidence established continuous contact between the accused and their Pakistan-based handler during the planning and execution of the attack.

The anti-terror agency said its probe has also uncovered a wider network involving recruitment, financing, operational coordination, procurement of explosive materials and execution of terrorist activities allegedly carried out at the directions of Shehzad Bhatti.

The investigation in the case, registered as RC-03/2026/NIA/DLI, is continuing to identify further links and individuals connected with the terror conspiracy, the agency added. (KNC)
