FFRC Sought Reply from School within 15 days with Proper Explanation
SRINAGAR, July 1 : The Committee for Fixation and Regulation of Fee of Private Schools (FFRC), Jammu and Kashmir, has served a notice to a private school in Srinagar over alleged violation of the J&K School Education Act, 2002, by charging admission fees from a student without issuing a receipt.
According to a communique issued by Chairperson of the Committee to the said school (name withehld) a copy of which assesced by news agency JKNS reads, it was brought to the panel’s attention that certain private schools were collecting admission fees in contravention of official rules and guidelines.
“Whereas, it came to the notice of the Committee that some private schools are receiving admission fees in violation of J&K School Education Act, 2002 (as Amended) and orders issued by the Committee from time to time,” the communique reads.
The communique further cites Circular No. 14/FFRC of 2025 dated 11.06.2025, through which parents and students were invited to share grievances if any school charged them admission fees unlawfully. “The identity of such parents/students shall be kept confidential,” the Committee assured.
In the present case, a complaint has been lodged against the school for charging an admission fee from a student identified as “Mr. XX” without providing any receipt, thereby allegedly violating Section 20E(1) of the Education Act.
The school has been asked to show cause as to why action should not be taken under the relevant provisions of the Act. “Your reply should reach to this Office within 15 days, failing which, it shall be construed that you have nothing to say in your defence,” the Committee has directed.
The FFRC has also sought detailed documentation, including, Details of all school/trust accounts with bank names, along with transactions from April 1, 2024, to date, attested by the respective bank branch heads.
An affidavit by a Judicial Magistrate 1st Class confirming that no admission fee was received from students. A list of fresh admissions for the years 2024 and 2025, with names, parentage, address, contact number, and email address.
The Committee reiterated a Supreme Court directive that no amount shall be transferred to private accounts from school or trust accounts except for legitimate school expenses. (JKNS)
