Srinagar, Aug 13: A United Nations Security Council monitoring report has attributed the November 2025 blast near Delhi’s Red Fort to Al-Qaeda in the Indian Subcontinent (AQIS), marking the first such attribution by a UN monitoring body, The Indian Express reported.
The blast, which occurred on November 10, 2025, killed 11 people and injured several others, besides causing extensive damage to property. The National Investigation Agency (NIA) is continuing its probe into the case.
The biannual report of the UN Security Council’s 1267 Monitoring Committee, made public this week, stated that the November 2025 attack in Delhi was attributed to AQIS. The report also expressed concern over the group’s reported attempts to exploit Bangladesh as a possible base for establishing operational cells.
The UN assessment comes against the backdrop of the NIA’s ongoing investigation. In May this year, the agency filed a 7,500-page chargesheet against 10 accused in connection with the blast before the NIA Special Court at Patiala House in New Delhi. According to the NIA, all the accused were linked to Ansar Ghazwat-ul-Hind (AGuH), which the agency describes as an offshoot of AQIS.
The agency has alleged that Dr Umer Un Nabi, who died in the blast and has been described as the alleged main perpetrator, was part of the conspiracy. The remaining accused have also been alleged to have links with AGuH.
The NIA chargesheet invokes provisions of the Unlawful Activities (Prevention) Act, the Bharatiya Nyaya Sanhita, the Explosive Substances Act, the Arms Act and the Prevention of Damage to Public Property Act. The agency has maintained that its findings were based on an extensive investigation into the conspiracy and the activities of those allegedly involved.
