JAMMU, SEPTEMBER 5: The Economic Offences Wing (EOW) of Crime Branch Jammu has filed a supplementary charge-sheet before the Court of the Chief Judicial Magistrate (CJM), Reasi, in a major alleged government treasury fraud involving ₹1.38 crore.

The case pertains to the alleged fraudulent diversion and misappropriation of ₹1,38,17,971 from government funds linked to the Sub-Treasury Dharmari. The matter was investigated in FIR No. 19/2024 following allegations of manipulation of treasury records and unauthorised transfer of government money.

According to the investigation, the alleged financial irregularities involved manipulation of the Treasury-Net system and the preparation, use and processing of purportedly forged bills and vouchers under pension and National Pension System (NPS) heads.

Investigators alleged that the fabricated documents were subsequently used to facilitate the transfer of government funds into personal bank accounts.

Case Originated at Arnas Police Station

The FIR was initially registered at Police Station Arnas on the basis of a written complaint submitted by District Treasury Officer Reasi Qamar Rehman.

In view of the nature of the allegations and the financial magnitude involved, the investigation was later transferred to the Crime Branch EOW Jammu for a specialised and detailed probe.

During the investigation, officials examined treasury records, bank account transactions, bills, vouchers and other documents connected with the alleged financial transactions.

Questioned Bills and Vouchers Sent for Forensic Examination

The investigation was conducted by Dy.SP Faisal Arif Rishu.

As part of the probe, the questioned bills and vouchers were subjected to forensic examination. The Forensic Science Laboratory (FSL) report, coupled with documentary and oral evidence collected during the investigation, allegedly pointed towards the preparation of the questioned bills and vouchers by the principal accused.

The investigating agency also examined the signatures appearing on the disputed documents and their alleged links with the officials concerned.

Three Principal Accused Face Multiple Charges

Based on the evidence collected during the investigation, the Crime Branch has established offences under Sections 420, 467, 468, 471, 477-A and 120-B of the IPC against three principal accused persons:Ali Hussain Shah.Balbir Singh.Ajeet Kumar

The investigation has also established alleged offences under Sections 411 and 120-B IPC against seven other accused persons in connection with the alleged dishonest receipt and retention of government funds.

The seven additional accused have been identified as:Arshad-e-Azam* Abrar-e-Azam.Mst. Rubeena Kousar.Mohd. Rafiq.Shokat Ali.Mohd. Ashraf.Nasib Mohammad

Investigation to Continue

The supplementary charge-sheet has been placed before the CJM Reasi for judicial determination.

The Crime Branch has kept further investigation open under Section 173(8) Cr.P.C. to trace any additional diversion of government funds and determine whether any other persons were involved in the alleged financial irregularities.

Crime Branch Appeals for Vigilance Against Financial Fraud

The Crime Branch EOW Jammu has appealed to the public to remain alert against economic and financial fraud and to report suspicious financial activities to the concerned authorities without delay.

Complaints relating to economic offences can be submitted to the SSP Crime Branch EOW Jammu through email at sspcrimejmu@jkpolice.gov.in. The public may also contact the Crime Branch at 0191-2578901.

The filing of the supplementary charge-sheet represents a further step in the investigation into the alleged treasury fraud. The charges and allegations against the accused persons remain subject to judicial scrutiny and determination by the competent court.(KNC)
