Srinagar, September 30: The Government of Jammu and Kashmir has accorded sanction to the promotion of 12 officers of the Jammu and Kashmir Administrative Service (JKAS) to the Special Scale (Level 13: ₹1,23,100–₹2,15,900) on a prospective basis.
The decision has been issued by the General Administration Department (GAD) vide Government Order No. 1589–JK(GAD) of 2026, dated September 29, 2026.
The order follows Council of Ministers Decision No. 142/12/2026 dated September 22, 2026, and approves the promotion of the following JKAS officers to the Special Scale:Rakesh Kumar.Suresh Chander.Akhtar Hussain Qazi.Parveen Kumar .Rajeshwar Singh Charak.Dil Mir.Kanchan Bala.Jagdish Chander.Subhash Chander Dogra.Zaffar Shawal.Sunil Kumar.Peerzada Zahoor Ahmad
Three Officers Designated as Special Secretaries
Consequent upon the promotions, three officers—Parveen Kumar, Rajeshwar Singh Charak and Kanchan Bala—have been designated as Special Secretaries in their respective departments.
The order further states that the remaining promoted officers shall continue at their present places of posting until further orders.
Promotions Subject to Court Outcome
The Government order makes it clear that the promotions shall remain subject to the outcome of any writ petition(s), if pending before the competent court(s) of law.
The order has been issued by the General Administration Department, Government of Jammu and Kashmir, under the authority of the Commissioner/Secretary to the Government.
The order was signed by M. Raju, IAS, Commissioner/Secretary to the Government, General Administration Department, and is dated September 29, 2026.
Copies of the government order have been circulated to senior government functionaries and concerned departments, including Additional Chief Secretaries, Director General of Police, Principal Secretaries, Divisional Commissioners, Deputy Commissioners, J&K Public Service Commission, J&K Services Selection Board and other concerned authorities.
The order has also been marked to the Ministry of Home Affairs, Government of India, the J&K Special Tribunal, J&K Institute of Management, Public Administration and Rural Development, and other administrative offices for information and necessary action.
The promotion order marks the elevation of 12 JKAS officers to the Special Scale, while three among them have additionally been assigned the responsibility of Special Secretary in their respective departments.(KNC)
