New Delhi, September 3: The Central Bureau of Investigation (CBI) has filed its third chargesheet against 19 accused persons, including six IAS officers and four bankers, in connection with the alleged misappropriation of government funds belonging to various departments and organisations of the Government of Haryana and maintained with IDFC First Bank and AU Small Finance Bank.

The chargesheet was filed on September 2, 2026, before the Special Judge for CBI cases, Panchkula, marking the third chargesheet filed by the agency in the case.

According to the CBI, the latest chargesheet names six IAS officers of the Haryana cadre, three officials of IDFC First Bank, one official of AU Small Finance Bank, and nine other officials of the Haryana Government.

The accused have been booked for alleged offences including criminal conspiracy, cheating, destruction of evidence, forgery, using forged documents as genuine, falsification of accounts, criminal breach of trust and offences under the Prevention of Corruption Act.

Funds Allegedly Diverted Through Bank Accounts

The investigation, according to the CBI, established that the accused public servants, allegedly in connivance with officials of IDFC First Bank and AU Small Finance Bank, orchestrated and executed a fraudulent scheme in a planned manner.

The agency alleged that funds belonging to eight Haryana Government departments were transferred into specific branches of IDFC First and AU Small Finance Bank. The accused bank officials allegedly facilitated the opening and operation of accounts through which the government funds were diverted.

The CBI further alleged that, in some instances, the bank accounts were used to fraudulently transfer government funds to third parties who had no connection with the concerned government departments.

The agency said the accused public servants allegedly used fraudulent means to transfer the money through multiple bank accounts, eventually converting the funds into cash and allegedly enriching themselves.

Eight Haryana Government Departments Affected

The CBI said the alleged scam affected eight departments and organisations of the Haryana Government.

These include:Department of Panchayat.Municipal Corporations of Panchkula and Kalka.Haryana School Shiksha Pariyojna Parishad (HSSPP).Haryana Labour Welfare Board (HLWB) .Haryana State Agricultural Marketing Board (HSAMB).Haryana State Pollution Control Board (HSPCB).Haryana Power Generation Corporation Limited (HPGCL)

The agency has estimated the total quantum of the alleged fraud at ₹504 crore.

CBI Took Over Probe from State Vigilance Agency

The CBI recalled that it had earlier taken over the investigation from the State Vigilance and Anti-Corruption Bureau, Haryana, at the request of the State Government.

Prior to filing the latest chargesheet, the agency had already filed chargesheets against 18 other accused persons in the case, including bank officials of IDFC First Bank and AU Small Finance Bank, public servants of the Haryana Government, private individuals and private companies.

With the filing of the latest chargesheet, the total number of accused chargesheeted in the case has risen to 37. The CBI said it has conducted 54 searches and seized incriminating material, including gold worth approximately ₹20 crore in 13 cases. In all, 26 accused persons have been arrested so far.

Two Related Chandigarh Cases Also Taken Over

The CBI has also taken over two other related cases from the Union Territory of Chandigarh.

One case relates to the alleged misappropriation involving the Chandigarh Smart City Limited (CSCL), while the other concerns the Chandigarh Renewable Energy and Science & Technology Promotion Society (CREST).

The agency said chargesheets have already been filed in both these cases.

Further Investigation Underway

The CBI clarified that all three cases will remain under further investigation against other suspects and accused persons.

The agency said it remains committed to bringing all those responsible to justice and ensuring that the complete trail of the allegedly misappropriated public funds is identified and the proceeds of crime are effectively traced.(KNC)
