Handwara, Aug 4 (GNS): A Panchayat building, work on which was undertaken in 2011 by Rural Development Department and completed in 2015, in Drungsoo Mawar in Handwara has over the years turned a safe haven for drug addicts besides harbouring a nomadic family alongside its fifteen canines.
Local sources told GNS that the Panchayat Ghar was sanctioned, after public demand, at a cost of nearly 30 lacs in 2011 and the work on it completed in year 2015. However over the years, the department hasn’t shifted to the building, which ultimately has paved way to the local drug addicts to use it as a safe haven, they said.
Nonetheless a nomadic family has also been taking shelter in the structure. The family head, they said, has been taking shelter along some fifteen dogs.
The frequent visits made by drug addicts and the presence of family alongside the canines have damaged walls and floor of the building, defeating the whole purpose into the establishment of the much anticipated building in the area, they said.
The presence of canines in and outside the building premises, kept guard by the owner, have created a reign of terror in the vicinity as people are unable to move through the area, they said. Ironically the building, they said, lies at a stone’s throw distance from Government Middle School Drungsoo. ‘Had the school been open, there may have cases of dog bites as well.’
Ironically the RDD officials have withdrawn nearly twelve lac rupees on the pretext of renovation of the building, which however is lying in shambles, they further said.
Meanwhile when GNS contacted BDO Qalamabad, Nayeem Ahmad told that he will look into the matter and declined to comment further. (GNS)
