ACB Unearths Rs 2.61 Crore PDS Fraud, Disproportionate Assets Worth Crores; 3 FIRs Registered

Srinagar, Sep 17 (GNS): Jammu and Kashmir Anti-Corruption Bureau (ACB) on Thursday said it has registered three different FIRs against officers and officials of Transport, Rural Development Department and CAPD departments.

In a handout to GNS l, the ACB said it has registered a disproportionate assets case FIR No. 06/2026 under Section 13(1)(b) r/w 13(2) PC Act 1988 at Police Station ACB Jammu against Ashwani Kumar, an employee of Motor Vehicle Department, son of Chunni Lal, resident of Vinayak Nagar, Muthi, Jammu.

According to ACB, verification revealed that the accused has acquired huge assets both movable and immovable, disproportionate to his known sources of income, in his own name as well as in the names of his family members, including shops, plots, flats and luxurious vehicles. During investigation, search warrant was obtained from the court and search was conducted at his residential premises at Vinayak Nagar, Muthi, Jammu in presence of independent witnesses and magistrates, it said.

In another case, ACB has registered FIR No. 03/2026 at Police Station ACB Baramulla under Section 5(1)(e) r/w 5(2) of J&K Prevention of Corruption Act against Sheeba Inayat, JKAS, then Block Development Officer, Singhpora/Pattan, for accumulation of assets disproportionate to known sources of income.

The assets include huge bank balance, FDRs, LIC policies, jewellery, besides immovable properties such as five-storeyed commercial shopping complex at Baramulla and plots at Baramulla, Gulmarg, Kreeri and Chowadi Jammu. Searches were conducted at her residential as well as office premises after obtaining warrants from Anti-Corruption Court Baramulla and incriminatory material was seized, ACB said.

In the third case, ACB has registered FIR No. 04/2026 at Police Station ACB Baramulla under Section 5(1)(c), 5(1)(d) r/w 5(2) of J&K Prevention of Corruption Act and Sections 409, 120-B RPC against Sheeba Inayat, JKAS, then Assistant Director, Consumer Affairs & Public Distribution Baramulla and Mohammad Shafi Rather @ Kandaman, then Salesman in CAPD Department Baramulla, besides other public servants.

ACB said the case pertains to alleged malpractices in distribution of government food grains under public distribution system during June 2013 to June 2015. Verification established unauthorized diversion of food grains from APL to BPL/AAY categories involving Rs 26,32,468, unexplained shortage of 16,763.77 quintals worth Rs 1,67,63,770, discrepancy of 6,120.13 quintals worth Rs 61,20,130 between district and circle-wise statements, short remittance of Rs 6,74,194 and abnormal escalation in ration cards during 2014 floods, causing wrongful loss of Rs 2,61,90,562 to the exchequer, ACB said.

Searches were conducted at residential and office premises of both accused and incriminatory material was seized, it said, adding further investigation in all three cases is underway.(GNS)
