Vipin Kumar shifted to Rural Development Ministry as Additional Secretary; Anand Singh appointed Additional Secretary, DEA
New Delhi: The Appointments Committee of the Cabinet (ACC) has approved a series of senior-level bureaucratic appointments and transfers involving several IAS officers across key ministries and departments.
Among the major decisions, Mandeep K. Bhandari, IAS (AGMUT:2001), has been appointed Chairperson of the Central Board of Secondary Education (CBSE) in the rank and pay of Additional Secretary to the Government of India.
Vipin Kumar, IAS (BH:1996), who was serving as Chairman of the Airports Authority of India (AAI), has been appointed Additional Secretary, Department of Rural Development, Ministry of Rural Development. The ACC order shows that his AAI chairmanship was his existing position; the new appointment is to the Rural Development Ministry.
Anand Singh, IAS (KL:2000), has been appointed Additional Secretary, Department of Economic Affairs (DEA), Ministry of Finance. The appointment follows completion of his foreign assignment. The ACC has also approved that the period between completion of his foreign assignment and assumption of charge will be treated as compulsory wait in the Department of Personnel and Training.
Mandeep Bhandari Gets Key Education Assignment
Mandeep K. Bhandari, an AGMUT-cadre IAS officer of the 2001 batch, has been appointed Chairperson, CBSE, under the Ministry of Education. The post has been placed in the rank and pay of Additional Secretary to the Government of India by temporarily upgrading the post.
Vipin Kumar Moves to Rural Development
Vipin Kumar, IAS (BH:1996), presently serving as Chairman, Airports Authority of India, Ministry of Civil Aviation, will take charge as Additional Secretary, Department of Rural Development, Ministry of Rural Development.
Anand Singh Appointed Additional Secretary, DEA
Anand Singh, IAS (KL:2000), has been appointed Additional Secretary, Department of Economic Affairs, Ministry of Finance, marking his return to the central government following completion of his foreign assignment.
The ACC order, dated September 25, 2026, also includes several other senior-level appointments involving the Ministries of Finance, Petroleum and Natural Gas, Steel, Personnel, Power, Jal Shakti, Education and Skill Development.
Note: In the document, AAI refers to the Airports Authority of India. Vipin Kumar is not newly appointed Chairman of AAI in this order; he is listed as the existing AAI Chairman and is being moved to the Additional Secretary post in Rural Development.(KNC)
