Srinagar, August 24 (GNS): Principal Secretary and Financial Commissioner Revenue, Dr Pawan Kotwal, today asked the revenue officials to gear up for the new system of land measurement that is more prompt and highly accurate.
Pertinently, Continuous Operating Reference Station (CORS) is the modern system of measuring land that is equipped with a dish antenna linked with a satellite to get accurate coordinates. Measurement of land, as said, is accomplished in minutes along with producing an accurate map of the land.
The meeting was attended by Deputy Commissioner Srinagar, Shahid Iqbal Choudhary; and Mohammad Qasim, Regional Director Survey & Land Records (RDSLR) Srinagar while Deputy Commissioners of other districts of Kashmir division along with respective RDSLRs participated through video conferencing.
Dr Kotwal directed the officers to complete the digitization of all the quadrennial Jamabandies before the initiation of new measurement process. He asked them to work extraordinarily so that the same is accomplished before the initiation of land measurement through CORS.
Principal Secretary asked the concerned to correlate the quantam of each measured field with the official records so that no dichotomy creeps into the newly created records. He maintained that the results of this process are highly scientific and accurate. Therefore the records created thus are more reliable and would have greater utility.
Dr Kotwal urged upon all the Deputy Commissioners to complete the process of making of quadrennial Jamabandies by September this year so that their ditization is taken in hand forthwith. He asked the Regional Directors to authenticate all the Jamabandies well before the deadline.
Dr Kotwal underscored the need of clearing all the pendencies regarding the issuance of domicile certificates before 10th of September as per the orders of the Lieutenant Governor of UT of J&K. He further asked them to expunge all the illegal entries from the revenue records besides accelerating the process of eviction from kahcharai/state land.
Dr. Kotwal asked the officers to provide the geo-coordinates of identified land plots for creation of revenue infrastructure like Niabats and Patwarkhanas thereon. He directed them to install signboards on all such plots so that these are notified for people once the assets are created over them. He exhorted upon them to work for getting the images and details of all the water bodies in their respective areas as per GoI guidelines by using the already provided gadgets to them. He revealed that same is necessary to preserve and protect them for posterity.
Principal Secretary was informed that near about 6.7 crore of revenue documents have been digitized till date including almost all documents from the record rooms. He was further informed that all the Jamabandies will be ready by the end of September this year.
The meeting was also apprised that some 51748 old revenue maps and 1747 new village maps have already been digitized. Besides, 3895 ground control points and 5855 GPS points stand already verified for hastening the process of measurement under previous system.
It was informed in the meeting that about Rs 30 crore would be saved by the government on printing of stamp papers by adopting e-stamping mechanism.
The meeting was informed that 32286 registrations has been done up to 20.08.2020 and Rs 30.42 crore have been realised from the same. It was further said that entire registration process is planned to be computerized and made online adopting the National Generic Document Registration System (NGDRS) shortly. (GNS)
