Srinagar, July 7: In a significant administrative reshuffle aimed at strengthening healthcare delivery and improving patient care, the Jammu and Kashmir Government on Monday ordered the transfer and posting of 23 doctors serving in various hospitals and health institutions across the Union Territory. The transfers have been ordered with immediate effect under Government Order No. 533-JK(HME) of 2026, issued by the Health and Medical Education Department.

According to the government order, Dr. Harbaksh Singh, Chief Medical Officer (CMO), Jammu, has been posted as In-charge Deputy Director (Headquarters), Directorate of Health Services, Jammu, against an available vacancy, while Dr. Narinder Bhutyal has been assigned the charge of In-charge CMO, Jammu.

Dr. Sanjay Arora has been transferred from the post of In-charge Deputy Medical Superintendent, Bone and Joint Hospital, Jammu, and posted as In-charge Deputy Medical Superintendent, Government Hospital Gandhi Nagar, Jammu. Dr. Salma Bhat has been shifted from the post of In-charge Medical Superintendent, Trauma Hospital Kangan, and appointed as In-charge Chief Medical Officer, Shopian.

The government has also assigned Dr. Jatinder Mehta, who was on deputation with the National Health Mission (NHM), the additional charge of Additional Mission Director, Ayushman Bharat Digital Mission. Meanwhile, Dr. Usha Kiran Sidha has been transferred from In-charge District Immunization Officer (DIO), Reasi, and posted as In-charge Block Medical Officer (BMO), Akhnoor.

Among other postings, Dr. Samina Nazir has been posted as In-charge Mobile Unit, Directorate of Health Services, Jammu, while Dr. Vishal Raina has been appointed In-charge Deputy Medical Superintendent, Bone and Joint Hospital, Jammu. Dr. Sharmeen Mushtaq has been posted as In-charge Deputy Chief Medical Officer, Srinagar.

The order further states that Dr. Vijay Kumar has been appointed as In-charge BMO, Batote, Dr. Harbinder Singh as In-charge BMO, Dansal, Dr. Pankaj Gupta has been directed to look after the charge of BMO, Ramnagar, and Dr. Riyaz Ahmad Wani has been posted as In-charge BMO, Pulwama.

In another set of transfers, Dr. Nazir Ahmed Dar has been posted as In-charge BMO, Shopian, while Dr. Opinder Singh has been assigned the additional charge of BMO, Banihal. Dr. Naseem Chouhan has been deputed to the J&K AIDS Control Society, and Dr. Sania Afzal Wani has been posted to the Red Cross Society, Srinagar.

Further, Dr. Umar Nazir Munshi has been deployed at MAC International Airport, Srinagar, Dr. Neelofer Akhter has been deputed to Children Hospital Bemina, Dr. Fozia Gul has been transferred to PHC Kakapora, Dr. Feroze Bhat to PHC Trehgam, Dr. Aga Nadeem to PHC Vilgam, Kupwara, while Dr. Kanchan Bhagat, Dental Surgeon, has been posted to Sub-District Hospital (SDH) Khour against an available vacancy.

The government clarified that the assignments of officers listed from Serial No. 1 to 15 are purely temporary and shall remain subject to the outcome of pending writ petitions before the competent courts. It added that these temporary arrangements will not confer any preferential claim for regularisation or promotion, which shall be governed strictly in accordance with the applicable rules.

The order also directs that all the transferred doctors shall be deemed to have been relieved from their present places of posting with immediate effect to enable them to join their new assignments without delay.

The Health and Medical Education Department said the transfers have been made in the interest of efficient administration and to further strengthen healthcare services across Jammu and Kashmir. (KNC)
