Srinagar, Aug 11 (GNS): The Jammu and Kashmir Government on Monday notified a consolidated set of instructions governing sanctioning of ex-gratia relief under Security Related Expenditure (SRE) for persons affected by law and order disturbances, superseding previous order No. 1716-JK(GAD) of 2025 dated 03.12.2025.

According to the Government Order issued by the General Administration Department, the new framework covers police personnel, defence and central forces, government employees, civilians, and damage to property.

For Police Personnel

An ex-gratia of Rs 5.00 lakh has been fixed for death in service. In case of permanent disability the amount is Rs 0.75 lakh and for partial disability Rs 0.10 lakh. Additional assistance of Rs 33.00 lakh for dependents of J&K Police and Rs 7.00 lakh from MHA Police Welfare Fund will also be admissible. The relief will be sanctioned by the Director General of Police and will apply to personnel killed or disabled while performing official duties, or during sanctioned leave in militancy-related incidents.

For Defence Personnel and CAPFs

The order provides Rs 25.00 lakh for death of domicile personnel killed within or outside J&K, and Rs 5.00 lakh for non-domicile personnel killed in J&K. For permanent and partial disability in J&K, Rs 0.75 lakh and Rs 0.10 lakh respectively will be paid. Sanction will be issued by the Home Department and payment made through the Commandant of the concerned formation. The relief will also extend to PMF personnel killed in militancy-related incidents while on leave or during inter-station movement.

For Other Government Employees

Ex-gratia of Rs 2.00 lakh has been fixed for death, including magistrates. For permanent disability it is Rs 0.75 lakh, for serious injury requiring hospitalization beyond 24 hours Rs 0.05 lakh, and for injury with less than 24 hours hospitalization Rs 0.01 lakh_. Minor injury treated with first aid will get Rs 500. The Deputy Commissioner will sanction the relief on recommendations of the District Level Screening-cum-Coordination Committee.

For Civilians and Other Persons

Civilians not involved in violence will get Rs 1.00 lakh in case of death, Rs 0.75 lakh for permanent disability, Rs 0.05 lakh for serious injury and Rs 0.01 lakh for minor injury. Death due to cross-border shelling on IB/LoC will also attract Rs 1.00 lakh. Killed militants and those turned informers are covered under separate categories. Sanction will be by the Deputy Commissioner as per Revenue Department procedure. In cases of missing persons where death is reasonably presumed, relief can be sanctioned subject to enquiry and furnishing of indemnity and surety bonds.

Damage to Property
For immovable property damaged in bomb blasts or sabotage, relief will be 50% of the assessed loss or Rs 1.00 lakh, whichever is less. The ceiling for damage due to counter-terrorist operations by CPMF/Army is Rs 10.00 lakh or actual loss, with an upper limit of Rs 7.00 lakh for immovable and Rs 3.00 lakh for movable property. For damage on IB/LoC due to shelling, 50% of loss or _Rs 1.00 lakh will be paid. The Deputy Commissioner will sanction on recommendation of the district committee. An aggrieved person can appeal to the Divisional Commissioner within 30 days.

The government said the procedure for grant and payment will be mutatis mutandis the same as applicable to other state government servants under Article 249-M(A) of J&K Civil Service Regulations.

The order has been issued by order of the Lieutenant Governor, J&K.(GNS)
