Order Issued Under Section 18(2)(a) of J&K Reorganisation Act; House Session Formally Brought to an End
Srinagar, Oct 5: Jammu and Kashmir Lieutenant Governor Manoj Sinha has prorogued the Jammu and Kashmir Legislative Assembly with effect from October 1, 2026, formally bringing the recently concluded session of the House to an end.
The order was issued by the Lieutenant Governor in exercise of powers vested in him under clause (a) of sub-section (2) of Section 18 of the Jammu and Kashmir Reorganisation Act, 2019. The provision empowers the Lieutenant Governor to prorogue the Legislative Assembly.
According to a bulletin issued by the Jammu and Kashmir Legislative Assembly Secretariat on October 5, the order dated October 1 was circulated for general information.
The order states that the Lieutenant Governor, exercising the powers conferred under Section 18(2)(a) of the J&K Reorganisation Act, 2019, has formally prorogued the Jammu and Kashmir Legislative Assembly.
The move follows the conclusion of the Assembly’s autumn session, which was adjourned sine die by the Speaker on September 30 after the House completed its scheduled proceedings. Reports said the session lasted ten days and witnessed discussions on several significant issues.
It is pertinent to mention that prorogation brings the current session of the House to a formal close but does not dissolve the Legislative Assembly. The Assembly continues to remain in existence unless dissolved in accordance with the law.
Section 18 of the Jammu and Kashmir Reorganisation Act, 2019 specifically provides that the Lieutenant Governor may, from time to time, prorogue the House or dissolve the Legislative Assembly.
