“It has been reported that you released eight inmates from Quarantine Centre established at Degree College Handwara, without seeing daily test reports of inmates. There is gross negligence on your part,” the order said, adding, “Keeping in view the impact of pandemic upon the general public, your behaviour has put the whole administration on the back foot as the hard-earned efforts have been badly affected by your action”.
