23 J&K civil service officers named in IAS promotion quota select lists

Srinagar, Aug 28: The Government of India has notified the Select Lists of State Civil Service (SCS) officers of the Jammu and Kashmir segment for induction into the Indian Administrative Service (IAS) under the promotion quota for the 2019 and 2020 selection years.

The notification was issued by the Department of Personnel and Training (DoPT), Ministry of Personnel, Public Grievances and Pensions, on August 28, 2026, under the Indian Administrative Service (Recruitment) Rules, 1954, read with the IAS (Appointment by Promotion) Regulations, 1955.

According to the notification, the Select List for the 2019 selection year, prepared against vacancies that arose between January 1 and December 31, 2019, comprises 18 officers from the J&K segment of the State Civil Service.

The officers included in the 2019 Select List are Babila Rakwal, Anil Koul, Shabnam Shah Karnili, Dr Ghulam Nabi Itco, Rachna Sharma, Leela Padha, Kusum Badyal, Vivek Sharma, Rajinder Singh Tara, Tariq Hussain Ganai, Munir-ul-Islam, Mohammad Harun Malik, Nisar Ahmad Wani, Jatinder Singh, Sajjad Hussain Ganai, Anoo Malhotra, Shamim Ahmad and Nitu Gupta.

For the 2020 selection year, the Select List contains five officers against vacancies arising between January 1 and December 31, 2020. They are Nisar Ahmad Wani, Prediman Krishan Bhat, Tariq Ahmad Zargar, Bhawani Rakwal and Smita Sethi.

The notification states that the Select Lists were prepared on April 24, 2026, under Regulation 5(5) of the IAS (Appointment by Promotion) Regulations, 1955, and subsequently approved on August 3, 2026, under Regulation 7(2).

The lists have been drawn up for filling vacancies in the promotion quota of the AGMUT cadre of the IAS from officers belonging to the State Civil Service category.

The inclusion of Nisar Ahmad Wani in both the 2019 and 2020 Select Lists has been made provisionally, subject to the State Government furnishing an Integrity Certificate in respect of the officer.

The Centre has also stated that the name of one officer in the 2020 Select List has been included in addition to the normal size of the Select List in accordance with the second proviso to Regulation 5(5) of the 1955 Regulations.

The notification paves the way for the induction of eligible J&K civil service officers into the IAS against promotion-quota vacancies in the AGMUT cadre, subject to the conditions specified in the applicable regulations.
