Srinagar, Aug 7: In a major administrative decision aimed at strengthening the Jammu and Kashmir Administrative Service (JKAS), the Jammu and Kashmir Government on Friday approved the promotion of 28 JKAS officers to the Super Time Scale, Special Scale and Selection Grade through separate orders issued by the General Administration Department (GAD).

According to Government Order No. 1374-JK(GAD) of 2026, Pawan Singh Rathore has been promoted to the Super Time Scale of JKAS (Level-14: ₹1,44,200–2,18,200). The promotion has been granted notionally with effect from September 26, 2025, while it will take effect on a regular prospective basis, subject to the outcome of pending court cases.

In another order, Government Order No. 1375-JK(GAD) of 2026, the government promoted nine JKAS officers to the Special Scale (Level-13: ₹1,23,100–2,15,900).

The officers promoted are Dr. Sunil Sharma, Zahoor Ahmad Magray, Syed Sajad Qadri, Masarat Hashim, Sonali Arun Gupta, Atul Gupta, Ritu Mahajan, Mohammad Anwar Banday and Dr. Mohammad Tanvir.

Among them, Dr. Sunil Sharma has been granted notional promotion with effect from May 15, 2026, while the remaining officers have been promoted on a prospective basis.

Consequent upon the promotions, Dr. Sunil Sharma, Sonali Arun Gupta, Ritu Mahajan and Mohammad Anwar Banday have been designated as Special Secretaries in their respective departments, while the remaining officers will continue at their present places of posting until further orders.

Meanwhile, under Government Order No. 1376-JK(GAD) of 2026, the government promoted 18 JKAS officers to the Selection Grade (Level-12: ₹78,800–2,09,200) on a prospective basis.

The promoted officers include Akhil Sadotra, Gulzar Ahmad Bhat, Mumtaz Ahmad Pir, Rachna Sharma, Reyaz Ahmad Shah, Piyush Dhotra, Vikas Sharma, Muzaffar Ahmad Sheikh, Masood Ahmad Wani, Shafqat Majeed Bhat, Tariq Ahmad Reshi, Deepak Kumar, Suheel Ahmad Lone, Shoaib Noor, Javid Ahmad Rather, Musharraf Ali Haf, Shakoor Ahmad Dar and Mohd. Jhangir.

Following their elevation, Gulzar Ahmad Bhat, Rachna Sharma, Vikas Sharma, Masood Ahmad Wani, Suheel Ahmad Lone and Shoaib Noor have been designated as Additional Secretaries in their respective departments, while the remaining officers will continue at their existing places of posting until further orders.

The government has clarified that all promotions shall remain subject to the outcome of writ petitions pending before competent courts of law. The promotion orders were issued by the General Administration Department (Services), Civil Secretariat, with the approval of the competent authority.(KNC)
