SRINAGAR, OCTOBER 7: The Jammu and Kashmir Government on Tuesday ordered a major administrative reshuffle, transferring and posting 49 IAS and J&KAS officers with immediate effect.

The transfers have been ordered in the interest of administration through Government Order No. 1612-JK(GAD) of 2026 dated October 7, 2026, issued by the General Administration Department.

Among the major changes, Shaleen Kabra, IAS, Financial Commissioner (Additional Chief Secretary), Jal Shakti Department, has been assigned the additional charge of Administrative Secretary, Revenue Department, relieving Kumar Rajeev Ranjan of the additional charge.

Dr. Ashish Chandra Verma, IAS, has been transferred and posted as Financial Commissioner (Additional Chief Secretary), Agriculture Production Department.

M. Raju, IAS, has been divested of the additional charge of Health & Medical Education Department and assigned additional charge of Hospitality & Protocol Department as well as the Department of Disaster Management, Relief, Rehabilitation & Reconstruction.

Key Senior-Level Changes

R Alice Vaz, IAS, has been transferred and posted as Commissioner/Secretary, Transport Department. She will also hold additional charge of Civil Aviation and continue as Administrative Secretary, Information Department.

Saugat Biswas, IAS, has been posted as Commissioner/Secretary, Health & Medical Education Department.

Sarmad Hafeez, IAS, has been transferred from Social Welfare and posted as Commissioner/Secretary, Youth Services and Sports Department.

Ramesh Kumar, IAS, has been transferred from Divisional Commissioner, Jammu, and posted as Secretary, Rural Development and Panchayati Raj Department. He will also hold additional charge of Culture Department and continue as Resident Commissioner, J&K Government, New Delhi.

Naveen S L, IAS, has been posted as Commissioner of Enquiries, J&K.

Avny Lavasa, IAS, has been transferred and posted as Secretary, Tourism Department, while continuing to hold the charge of Administrative Secretary, Tribal Affairs Department.

Anjali Sehrawat, IAS, has been posted as Secretary, Public Grievances Department.

Vikas Kundal Becomes Jammu Divisional Commissioner

A major appointment is that of Vikas Kundal, IAS, who has been transferred from Chairman, J&K Services Selection Board and posted as Divisional Commissioner, Jammu. He will also hold additional charge as Additional CEO, Jammu Metropolitan Regional Development Authority.

Majid Khalil Ahmad Drabu, IAS, has been transferred from Commissioner of Enquiries and posted as Inspector General of Registration, J&K.

Rahul Yadav, IAS, has been transferred from J&K Power Development Corporation and posted as Administrative Secretary, Information Technology Department, while continuing to hold additional charge of Managing Director, J&K Power Development Corporation Limited.

Owais Ahmed, IAS, has been posted as Administrative Secretary, Planning, Development & Monitoring Department, while retaining additional charge of Director, Skill Development J&K.

Major Changes in Health, Tourism and District Administration

Dr. Sagar Doifode Dattatray, IAS, has been transferred and posted as Administrative Secretary, Social Welfare Department.

Dr. Devansh Yadav, IAS, has been transferred from Jammu Municipal Corporation and posted as Deputy Commissioner, Rajouri.

Rakesh Minhas, IAS, has been posted as CEO, State Health Agency, J&K, with additional charge of Managing Director, Ayushman Bharat Digital Health Mission.

Shrikant Balasaheb Suse, IAS, has been transferred from Deputy Commissioner, Kupwara, and posted as Chairman, J&K Services Selection Board.

Akriti Sagar, IAS, has been transferred and posted as Managing Director, J&K Tourism Development Corporation, with additional charge of CEO, J&K Economic Reconstruction Agency.

Athar Aamir Ul Shafi Khan, IAS, has been transferred from Deputy Commissioner, Budgam, and posted as Managing Director, National Health Mission, J&K.

Basharat Qayoom, IAS, has been transferred from Deputy Commissioner, Pulwama, and posted as Commissioner, Srinagar Municipal Corporation, with additional charge of CEO, SPV for Srinagar City for implementation of the Smart City Project.

Jammu Municipal Corporation Gets New Commissioner

Ayushi Sudan, IAS, has been transferred from Deputy Commissioner, Samba, and posted as Commissioner, Jammu Municipal Corporation, with additional charge of CEO, SPV Jammu City and Mission Director, Swachh Bharat Mission (Urban).

Minga Sherpa, IAS, has been transferred from Deputy Commissioner, Udhampur, and posted as Deputy Commissioner, Jammu.

Faz Lul Haseeb, IAS, has been transferred from Commissioner, Srinagar Municipal Corporation, and posted as Additional Secretary, Agriculture Production Department, with additional charge of Mission Director HAPD and JKCIP.

Abhishek Sharma, IAS, has been posted as Deputy Commissioner, Kupwara, while Dr. Rupesh Kumar, IAS, has been posted as Deputy Commissioner, Samba.

Jatin Kishore, IAS, has been transferred from Deputy Commissioner, Ganderbal, and posted as Deputy Commissioner, Budgam.

Shreya Singhal, IAS, has been posted as Deputy Commissioner, Ganderbal.

Anantnag Gets New Additional Deputy Commissioner

In a significant change for south Kashmir, Ms. Mahima Madan, IAS, has been transferred from Additional Deputy Commissioner, Kathua, and posted as Additional District Development Commissioner, Anantnag.

Vikas Ahlawat, IAS, presently Additional Deputy Commissioner, Anantnag, has been transferred and posted as Labour Commissioner, J&K.

Ananth Dwivedi, IAS, has been transferred and posted as Deputy Commissioner, Udhampur.

Mamta Yadav, IAS, awaiting posting orders in the General Administration Department, has been posted as Director, Information, J&K.

Several New Postings in Kashmir and Jammu

Pranjal J Hazarika, IAS, has been posted as Director, J&K Archives, Archaeology and Museums.

Vivek Agarwal, IAS, has been posted as Director, Employment, J&K, with additional charge of CEO, Mission YUVA.

Ishita Rathi, IAS, has been posted as Additional Deputy Commissioner, Jammu.

Prince Kumar, IAS, has been transferred from Sub-Divisional Magistrate, Uri, and posted as OSD, Shri Amarnathji Shrine Board, while Gaurav Yadav, IAS, has been posted as SDM, Uri.

Seerat Baji, IAS, has been posted as SDM, Srinagar (West).

Leena Padha, IAS, Mission Director, Skill Development Mission, has been transferred and posted as Registrar, Cooperative Societies, J&K.

J&KAS Officers Also Reshuffled

The order also includes several changes involving J&K Administrative Service officers.

Kuldeep Krishan Sidha, JKAS, has been posted as Deputy Commissioner, Pulwama.

Charandeep Singh, JKAS, Labour Commissioner, Jammu and Kashmir, has been transferred and posted as Deputy Commissioner, Shopian.

Rakesh Kumar, JKAS, has been transferred from Additional Deputy Commissioner, Reasi, and posted as Special Secretary, Lok Bhawan.

Sachin Jamwal, JKAS, has been posted as Additional Deputy Commissioner, Kathua.

Sushil Kesar, JKAS, has been transferred and posted as Additional Deputy Commissioner, Reasi.

Irfan Bahadur, JKAS, has been posted as Assistant Commissioner (Revenue), Budgam.

Afroza Bano, JKAS, has been transferred and directed to await further posting orders in the General Administration Department.

The Government Order states that the transfers and postings have been made with immediate effect and were ordered in the interest of administration.(KNC)
