Srinagar, Aug 27: The Jammu and Kashmir Legislative Assembly Secretariat has sought withdrawal of the General Administration Department (GAD) order posting JKAS officer Bilal Ahmad Mir as Deputy Secretary in the Assembly Secretariat, stating that he does not possess the requisite qualification to run the National e-Vidhan Application (NeVA) project.

In a letter dated August 24, 2026, Additional Secretary of the Legislative Assembly Secretariat Bilal Ahmad Bhat has requested the GAD to withdraw Government Order No. 1415-JK(GAD) of 2026 dated August 19, under which Mir, then serving as Sub-Registrar Khansahib, was transferred and posted as Deputy Secretary in the Assembly Secretariat.

The Assembly Secretariat has stated that the officer does not have the requisite qualification to run the NeVA project, which requires dedicated technical expertise for its technical execution, data management and operationalization.

The Secretariat has instead recommended that the Information Technology Department be asked to depute a qualified IT professional to the Assembly Secretariat for an initial period of six months to oversee the rollout of the NeVA project.

According to the communication, the deputed IT professional would retain lien and original cadre rights in the parent department, while the monthly salary would be drawn on the basis of an attendance certificate issued by the Assembly Secretariat.

The request comes amid strong opposition from Assembly employees to the GAD decision. Staff members had protested against the posting and sought a review of the order.

The Assembly Secretariat has now formally communicated its objection to the posting, putting the GAD order under renewed pressure for reconsideration.

The NeVA project is aimed at digitizing legislative proceedings and enabling paperless functioning of the Assembly. The Secretariat has emphasised that specialised technical expertise is necessary for its smooth implementation.  [KNT]
