JAMMU, September 11: The Jammu and Kashmir Government has not yet given the final go-ahead for introducing Artificial Intelligence (AI) technology in the investigative operations of the Anti-Corruption Bureau (ACB), as authorities continue to examine concerns surrounding the security and confidentiality of sensitive investigation data.

The proposed AI initiative is currently under scrutiny by a Technical Appraisal Committee (TAC) constituted by the Government in March this year. The committee has been tasked with examining the Detailed Project Report (DPR) and assessing the proposal from technical, financial, administrative, legal and operational perspectives.

Officials said the appraisal is particularly focused on whether the proposed system can handle confidential investigative material while meeting prescribed Government data-security and privacy requirements.

Sensitive Investigation Material at Centre of Review

ACB investigations frequently involve confidential records, including service details, property information, banking and financial transactions, official communications, statements, electronic evidence and other documents concerning Government employees and private individuals.

The possibility of feeding or processing such information through an AI-enabled system has prompted authorities to examine the potential risks associated with data storage, access and retention.

The ACB has also submitted its responses to clarifications sought by the General Administration Department (GAD), which exercises administrative control over the Bureau. These responses are now being examined as part of the technical appraisal.

AI Could Help Investigators Handle Large Volumes of Data

If eventually approved, the proposed technology could assist ACB investigators in processing the substantial volume of documents generated during corruption cases.

The system could potentially help investigators search and classify documents, identify links between records, compare information, generate summaries, detect patterns and trace connections involving individuals, companies, properties and financial transactions.

AI-based tools could also support activities such as translation, transcription and information retrieval, potentially reducing the time required to manually examine large quantities of investigation material.

Cloud Infrastructure Under Government Scanner

One of the major issues being examined is the proposed architecture of the AI system, including whether it would operate on Government-controlled infrastructure or a cloud-based platform.

If external cloud infrastructure is used, authorities need to determine where sensitive investigation data would be physically stored, who could potentially access it, how long it would remain available and what mechanisms would ensure its secure deletion.

Another concern is whether information submitted to an AI platform could be retained by the service provider or used for model development or training. Officials are therefore examining the need for strict contractual and technical safeguards to ensure that confidential investigation data is neither retained nor used for unauthorized purposes.

Committee Examines Possible Data-Leakage Risks

The technical assessment is also looking at vulnerabilities that could arise through user accounts, databases, system logs, temporary files, backups and cloud-storage configurations.

Officials are reportedly examining whether a security breach could expose investigation-related information even without deliberate copying of an entire case file. Weak access controls, compromised credentials or improperly configured storage systems could potentially provide unauthorized access to sensitive material.

The proposed system will therefore have to demonstrate robust safeguards against unauthorized access, copying, retention, alteration or disclosure of investigative records.

Final Decision Yet to Be Taken

Despite progressing to the technical appraisal stage, the proposal has not received final approval for deployment in ACB investigations.

The Government is expected to take a decision after the committee completes its assessment and authorities are satisfied that the proposed AI technology can deliver greater investigative efficiency without compromising the confidentiality, integrity and security of sensitive anti-corruption investigation data.

The focus of the ongoing exercise, officials indicated, is to ensure that technological advancement does not come at the cost of the security of information collected during sensitive corruption investigations.(KNC)
